It aims to establish federal oversight of sports betting across the US, with the goal of pushing illegal operators out of the market.It proposes a system under which US states must have their sports betting regulations approved by the Department of Justice. Each state would be required to submit an application setting out their proposed regulatory framework, as well as nominating a body to regulate the market.Each state’s attorney general or chief legal officer would also be required to provide assurances that the proposals, to the best of their knowledge, would allow for effective oversight of the state’s sports betting market.The US Attorney General would then have 180 days to assess and approve the plan, or reject it if they feel it does not set out a plan for effectively regulating the market. Upon approval, the regulations would be valid for three years, after which the states must apply for a renewal.Applicants would have to adhere to a series of standards set out in the Senators’ bill. States would be permitted to offer in-person wagering and online wagering, either restricted to state borders or across borders as long as a compact with another jurisdiction has been established. These compacts must also be approved by the US Attorney General.All states would have to use geolocation technology to ensure only customers located within approved borders can place wagers. Each state must also establish approved criteria for events on which wagers can be placed; all must be verifiable, generated by a reliable and independent process, and unlikely to be affected by betting.The bill also prohibits wagering on amateur sports, with exceptions for the Olympic Games, Paralympic Games, Pan-American Games and certain intercollegiate sports. States would also have the power to give operators notice that they are unable to offer wagering on certain events.In spite of all the talk of so-called integrity fees for the US professional sports leagues being included in the legislation, this appears to have been excised. However, the bill does mandate that all licensed sports betting operators must only use data provided either directly from the leagues, or authorised resellers, until December 31, 2024.It sets out a number of social responsibility measures, such as controls regarding bonus terms and conditions, which must be made clear to all participants, while advertising must include responsible gambling information.Each state that regulates sports betting would also be required to establish a self-exclusion database for players. This would feed into a national self-exclusion database, which would be administered by the National Sports Wagering Clearinghouse, a new non-profit organisation.The National Sports Wagering Clearinghouse will also be responsible for upholding sports betting integrity, monitoring activity for suspicious transactions and gathering anonymised sports betting data. It would also work on ways of tackling gambling addiction.The body would be funded via a federal excise tax on sports betting handle that has been in place since 1982 and, according to the bill, would be 0.25% of handle. This is estimated to bring in around $12m a year, with this sum set to rise as more states pass regulations.The funds raised from this excise tax will be deposited into the Wagering Trust Fund, with $3m to be used to fund the Clearinghouse, and $5m for the monitoring and treatment of gambling addiction.At the time of writing, the Sports Wagering Market Integrity Act of 2018 is yet to be assigned an official number or assigned to committee.“This bill is the first step toward ensuring that sports betting is done right in the states that choose to legalize it,” Hatch commented. “Just as importantly, it provides protections for states that choose not to go down that path. For the better part of this year, I have engaged with and learned from stakeholders on all sides of this issue – the gaming industry, professional and amateur sports leagues, consumer advocates, data providers, law enforcement, and many others. The result of those discussions is a comprehensive bill that tackles numerous, complex issues and includes provisions to protect the interests of each of those stakeholders.”Schumer added that he felt Congress had an obligation to act following the repeal of PASPA to ensure the integrity of sports was not compromised.“That is why I believe the time is now to establish a strong national integrity standard for sports betting that will protect consumers and the games themselves from corruption,” he explained. “The bipartisan legislation that Senator Hatch and I have introduced, follows the principles laid out in the federal framework that I released in August and will serve as solid foundation upon which we build the appropriate guardrails around the burgeoning sports betting industry.“I will strongly advocate for this bill to move forward and for Congress to vote to pass federal legislation very soon.”
Kindred hires Johan Wilsby as new finance chief Subscribe to the iGaming newsletter Kindred Group has appointed Johan Wilsby, formerly of eye-tracking technology company Tobii as chief financial officer, replacing Albin de Beauregard in the role.Wilsby has served as chief financial officer at Tobii, which develops solutions that allow those with communication disabilities to interact with other people or computers, since June 2017.Prior to this, he had held the same role at biometric recognition business Fingerprint Cards and networking solutions provider Transmode, as well as CFO of the Swedish and later Nordic divisions of Hewlett-Packard.“I am delighted and pleased to welcome Johan to the Kindred team,” Henrik Tjärnström, Kindred Group chief executive, said. “In addition to Johan’s capability in finance, his extensive experience from the digital industry will ensure he can engage in our operations from the start and be an important part of the management of the company.”Wilsby will start at Kindred at an as-yet unnamed date this autumn.“I really look forward to joining Kindred’s management team and to lead the finance organisation, and thereby contributing to the company’s future success in a dynamic market”, Wilsby said.He replaces Albin de Beauregard, who announced in November 2019 he would leave the CFO position in Q1 2020. 30th June 2020 | By Daniel O’Boyle Revenue from gambling organised by Swiss lotteries came to just over CHF1bn (£857.3m/€939.0m/$1.05bn) in 2019, according to the latest annual report from the Inter-Cantonal Lotteries and Betting Commission (Comlot), which said the numbers show licensed oeprators were regaining market share from offshore competitors.The CHF1.01bn in revenue was made up of CHF998.6m in what Comlot referred to as the “large games” – intercantonal or online games and sports betting operated by either Swisslot or Loterie Romande – plus a further CHF10.4m from small charitable lotteries. The large games’ revenue, which goes to the Swiss cantons to spend on social projects, came on sales of CHF3.02bn.The vast majority of large game revenue – CHF862.9m – came from retail sales. The online sector, meanwhile, recorded revenue of CHF135.6m.Breaking down the large games result further, physical lotteries brought in the majority of revenue, at CHF541.3m on sales of CHF1.15bn, while electronic lotteries brought in an additional CHF76.1m.Instant win games brought in revenue of CHF290.9m on sales of CHF742.7m. Sports betting contributed CHF58.0m, with customers staking CHF265.5m, while horse racing – conducted through Pari-Mutuel Urbain (PMU) – brought in a further CHF32.3m on stakes of CHF122.8m.Comlot said these figures showed licenced providers had been able to take back revenue from offshore operators.“These annual accounts are now able to substantiate with numbers what was previously only suspected: the modernized legal framework allows Swiss sports betting providers to regain market share from the illegal providers,” Comlot said.In Switzerland’s 20 German-speaking cantons – where gambling is operated by Swissloss – gross gaming revenue came to CHF590.5m. Lotteries were by far the most popular product, bringing in CHF379.7m. Instant win games followed with CHF169.1m, while sports betting brought in CHF38.2m and horse racing CHF3.5m.In Swisslos cantons, retail revenue came to CHF486.0m, with a further CHF104.5m coming from online.In the country’s six French-speaking cantons, where Loterie Romande operates gambling, CHF480.1m in gross gaming revenue was recorded. Traditional lotteries were not as popular in these areas, bringing in only CHF161.5m, while instant wins came close behind with CHF121.9m. All of the CHF76.1m made by electronic lotteries came from the French-speaking cantons.Sports betting brought in CHF19.8m, while horse racing revenue came to CHF28.8m.In Loterie Romande cantons, retail revenue made up more than 90% of overall revenue, at CHF376.9m. Online revenue came to just CHF31.1m.Zurich, the largest canton by population, brought in the most revenue for lotteries and sports betting at CHF90.2m and CHF9.3m respectively. Vaud, the most populous Loterie Romande canton, brought in the most revenue on instant win games at CHF47.5m, horse racing at CHF10.7m and electronic lotteries at CHF30.5m. Lotteries were the largest source of revenue in every canton, but in the French-speaking Jura, sales were higher for instant win games.Comlot noted that the average Swiss resident – including non-gamblers – spent CHF351 on large games in 2019, winning back CHF235 for a net loss of CHF116.The CHF10.4m in revenue from small lotteries came from 431 separate lotteries. These lotteries have a maximum prize pool of CHF500,000 if the proceeds go towards something “of national importance” and a maximum prize pool of CHF100,000 otherwise. A total of 44 lotteries were approved for the larger sum.The cantons of Bern, Geneva and Zürich had the largest revenue from small lotteries, each exceeding CHF1m. Ticino was the canton with the most small lottery draws, at 204.As 2019 was the first year of the Swiss regulated market, no reasonable year-on-year comparisons could be made, Comlot noted.Comlot itself recorded revenue for the year of CHF3.0m and a budget surplus of CHF372,933. It approved 35 new games for Loterie Romande, and 14 from Swisslos.Comlot also noted that during 2019, it started issuing blocking orders to internet service providers restricting access of many unlicensed gambling sites. Among the 88 sites blocked in 2019 were two from bet365 and esports betting operators such as Unikrn and GG.bet. A further raft of blocking orders were issued in March of this year. British society lottery The Health Lottery will increase the percentage of its funding that goes towards good causes by a quarter to 25.5%.The lottery said it made the decision to raise its contribution level from 20.34% to 25.5% due to the “financial damage caused to the charity sector due to the Covid-19 crisis”.“The Covid-19 crisis has left many charities and projects in a vulnerable position,” Martin Ellice, joint group managing director of The Health Lottery, said. “That’s the reason we have taken the decision to increase the level of contribution by over 25%, allowing us to support the health inequality projects that are so important to local communities.“Every single one of the charities and projects funded through The Health Lottery carries out wonderful work and it’s of paramount importance that we keep them alive.”The Health Lottery currently operates 12 regional and country lotteries across Great Britain. Each month, a portion of the revenue collected from these lotteries is allocated to charities dedicated to tackling health inequalities in the region. Since its launch in 2011, The Health Lottery has raised more than £115m for more than 3,000 charities or projects.“There has never been a more important time in living memory than now to ensure that we support the phenomenal work carried out by the thousands of charities and projects across the length and breadth of Great Britain – many of whom are in desperate need of funding,” Ellice saidIn December 2019, Health Lottery operator Northern & Shell told iGB that it was interested in bidding for the rights to operate the UK’s National Lottery when the tender process opens this year. Northern & Shell said that after 25 years under Camelot’s control, it was “time for a change” to the lottery’s management when the current contract expires.Last month, a Camelot spokesperson said that the operator has received notice in writing from the GB Gambling Commission to extend the Third Licence to run the National Lottery by six months until the end of July 2023. Meanwhile the tender process for the next licence has been delayed by three months from its previous launch date in “the first half of 2020”, suggesting a new launch date at some point this quarter.The initial launch date for the tender process had been in March 2020, and pushing back the launch led to criticism from potential bidders, who said that this reduced the chances of a serious challenge to Camelot’s tenure. The International Tennis Integrity Agency (ITIA), formerly known as the Tennis Integrity Unit (TIU), issued the ban in March 2019 after ruling Alvarez-Guzman’s actions breached the sport’s Tennis Anti-Corruption Program (TACP). These were Section D.1.d, which states that “no covered person shall, either directly or indirectly, contrive or attempt to contrive the outcome or any other aspect of an event”. Passing ruling on the case, independent anti-corruption hearing officer Charles Hollander found Alvarez-Guzman in breach of thee sections of the TACP. Alvarez-Guzman, who reached a career-high ATP singles ranking of 1,050 and had a doubles ranking-high of 672, appealed to the CAS to overturn the decision.
