During his post-game press conference, Kelly said that “coaching had nothing to do with the outcome today,” and instead pointed to a lack of “fun, enjoyment, and energy” on the part of the players.Here is Kelly’s full press conference.On the role of coaching, specifically on the defensive side, in the loss to the Blue Devils:“Actually that’s probably the one area that I feel better about today. But I think I can do even better,” he explained last September to L’Equipe .Certainly, there were still some doubts swirling over his capability back then.He had a mixed first season in Lille, struggling initially under the guidance of Marcelo Bielsa, who used him fruitlessly as a centre-forward, then excelling under Galtier. The coach had a major influence in Pierre-Emerick Aubameyang blossoming in front of goal at Saint-Etienne and worked similar magic on Pepe.A rigorous manager, Galtier has also sought to develop the player’s defensive work-rate and positional sense, aspects that still need refining as Pepe readies himself to make the short jump across The Channel, having made his first steps in the professional game at Angers.Year on year, he has improved each aspect of his game but this will be his biggest test to date.Pepe, though, is well prepared for the challenge and Arsenal fans are rightly excited about the prospect of him lining up at the Emirates for the foreseeable future.

With a win, the Hokies will go to 6-6, and likely keep their record bowl streak alive. Let’s take a look at the latest regarding where Virginia Tech football could land.Virginia Tech is in the middle of a very down season by the program’s standards. The Hokies entered the year with significant injury issues on the defensive side of the ball, and lost its starting quarterback Josh Jackson four games into the season.Throw in an early season bout with ECU that was cancelled due to a storm, and Virginia Tech really ran the risk of missing a bowl for the first time since 1992. With Florida State going 5-7 this year, thanks in part to a season-opening loss to the Hokies, Virginia Tech now has the undisputed longest active streak in the country at 26 years.With this win over Marshall, in a late-scheduled game to make up for the ECU rain out, the Hokies will push it to 27.If Virginia Tech football finishes off this win, the 6-6 Hokies will head to a middling bowl game.Earlier this week, ESPN released a new set of bowl projections. Penciling in a Va Tech win, Mitch Sherman projected them to go to the Birmingham Bowl and facing Memphis. Head coach Justin Fuente came over from the Tigers a few years ago, and Memphis is a fun team, so there would be some interesting storylines here.The Tigers play later today in the AAC Championship against the McKenzie Milton-less UCF Knights, a team that they’ve played tough in recent years, and with a ton of other 6-6 and 7-5 ACC programs, plenty can change there.Virginia Tech will be the last team in the country to clinch bowl eligibility, and will bump a Group of Five program out of a slot. The ACC now has 11 bowl eligible programs in the conference.This wasn’t a banner year for Fuente’s Hokies, but with all of the injuries, you can point to where things got off track. He’ll need the team to bounce back next year, or there might start to be some pressure in Blacksburg.The Birmingham Bowl is played at Legion Field on December 22. Minister of Tourism and Entertainment, Hon. Dr. Wykeham McNeill, has assured that funding is in place to implement the $1.2 billion transformational development projects, which he announced in his Sectoral Debate presentation on July 2, in the House of Representatives.The Minister pointed out that the plans and activities span several agencies, with gestation periods of up to nine months.Dr. McNeill, who was speaking to journalists at a post-Sectoral Debate press briefing, hosted by Information Minister, Senator the Hon. Sandrea Falconer, at Jamaica House, on Wednesday, July 3, said the approach taken by the Ministry was to announce the plans when they had been completed, instead of during the planning stages.The projects, being financed by the Tourism Enhancement Fund (TEF) include: the refurbishing and upgrading of the Ocho Rios cruise ship terminal, at a cost of $400 million; lighting of the ‘Elegant Corridor’ in Montego Bay, St. James, at a cost of $400 million; the installation of bicycle tracks and pedestrian pathways along the Norman Manley Boulevard in Negril, at a cost of $170 million; the rehabilitation of the Naval Hospital and the creation of a museum in Port Royal, as well as the upgrading of films shown at a state-of-the-art theatre that has already been established there. Some $220 million has been earmarked for this project.A Memorandum of Understanding has already been signed for implementation of the projects, and the funds transferred to the implementing agencies.Dr. McNeill informed that other areas are being looked at for further development, in the next phase of the transformational projects. These include Falmouth, where he conducted a tour last week. The Government is continuing on its strategic path to protect and promote the rights and well-being of the nation’s children through the establishment of Boards of Visitors for juvenile facilities.This was stated by Chief Technical Director in the Ministry of National Security, Karen Clarke-Davis, during a meeting for members of the Boards on November 21, at the Jamaica Conference Centre, downtown Kingston.The Boards of Visitors will give oversight to the operations of juvenile facilities, with the primary objective of ensuring that the best interests of the children in correctional and remand centres are protected.They will monitor the operations of the Metcalfe Street Secure Juvenile Centre; Rio Cobre Juvenile Correctional Centre; Hill Top Juvenile Correctional Centre; South Camp Juvenile Correctional and Remand Centre, and ensure that they meet minimum standards.The establishment of the Boards of Visitors is a direct response to the Armadale tragedy on March 22, 2009.Mrs. Clarke Davis said the Ministry remains resolute in safeguarding the wellbeing of all of Jamaica’s children, in particular, the 275 who are currently in the care of the Department of Correctional Services (DCS).“The Ministry accepts the task of protecting the interest and welfare of our juveniles is a mammoth one and believes that the development of our nation requires a multi-faceted and collaborative approach,” she said.She reminded the members of the Boards that they have the opportunity to influence the outcomes of rehabilitation programmes, to shape the reintegration strategy, and to contribute to the wards’ return to society as positive citizens.“We look forward to receiving your recommendations and to a cordial working relationship. The children are our future, let us provide each one with every opportunity to excel and realise their full potential,” she stated.The Chief Technical Director implored them to seek to make a difference and execute their functions with compassion, understanding and love for the children as they aim to protect their best interests.“Discharge your functions without fear or favour but be friendly. Be thorough but thoughtful, be robust but be respectful. We must seek to do all in our powers to ensure that there is never a repeat of an ‘Armadale’,” she said.Each Board, which will meet once per month, is mandated to submit reports to the Children’s Advocate, the Superintendent of the specified institution, the Commissioner of Corrections and the Minister of National Security. Health Minister, Dr. the Hon. Christopher Tufton, says a pre-construction technical assessment is being undertaken at the Spanish Town Hospital as part of plans to upgrade the Type B facility to a Type A.“Upgrading from a (Type) B to an A means more services, more facilities, more beds and, as a consequence, being better able to respond to the needs of the community,” he said.Dr. Tufton was speaking at the signing of a grant agreement between the Embassy of Japan and the St. Catherine-based hospital for $9.4 million (US$81,376) to procure an ultrasound machine, at the Ministry’s New Kingston offices on January 15.It is expected that the assessment will examine all areas of the construction project to create an accurate picture of all requirements before actual construction begins.Hospitals in Jamaica are classified as either Type A, B or C. As a Type B facility, there are restrictions in terms of specialist services the hospital provides. The upgrading will, therefore, enable the facility to better serve the wide range of cases from St. Catherine and neighbouring parishes.Type A facilities provide comprehensive secondary and tertiary healthcare services and are the final referral points for public and private hospitals.Dr. Tufton noted that the Japanese Government, under their Grassroots and Human Security Project, are “contributing to the critical area of equipment”, which is needed.Meanwhile, the Minister is hoping that “before the end of the calendar year (and), if not, certainly early into the next financial year… we will break ground for the expansion of the Spanish Town Hospital”.Dr. Tufton expressed gratitude to the Ambassador of Japan, His Excellency, Hiromasa Yamazaki, for the contribution his Government is making to the Spanish Town Hospital under the Grassroots and Human Security Project.Under that project, a number of hospitals and organisations have benefited, including the St. Ann’s Bay Regional Hospital, which recently obtained an ultrasound machine. The Bustamante Hospital for Children also benefited from improved facilities and medical equipment in 2013/14.He also noted that the St. Elizabeth Municipal Corporation, in 2015/16, benefited from three fire trucks and a water tank truck.For her part, Parish Manager of the St. Catherine Health Services, Beverley Needham, says the donation by the Japanese Government will further strengthen efforts to improve healthcare delivery at the hospital.“We are truly grateful that the Embassy of Japan chose the Spanish Town Hospital to benefit from this much-needed intervention,” she said.For his part, Mr. Yamazaki said the grant represents a commitment to assist Jamaica to meet its health needs.“We are willing to work further with the Government of Jamaica, as well as each hospital like Spanish Town and St. Ann’s Bay as well as others,” he said.The Ambassador said that expanding the Japan-Jamaica partnership is his top priority, and that the handover of the grant funds marks the continuation of that relationship.“A stronger bridge is being developed with Jamaica in our quest to support the development endeavours of this progressive country in the critical areas of education, energy, disaster risk management, climate change and health,” he said. Dr. Horace Chang, in his address at the ceremony, hailed the CSJP III and the NPSC for the initiative, which he said seeks to bring order and a positive framework to “one of the most critical occupations in society”.He urged parents to desist from using corporal punishment as a disciplinary tool and noted that he is happy that the CSJP’s programme aims to support parents in identifying alternative practices.“We are human; we get frustrated. You can get angry, and sometimes you expect the child to understand, but they too are feeling your frustration, and it’s a matter of how you respond. You are to engage them emotionally, to share any moment of frustration in a way that they know that you care about them, that you love them and your objective is to [uplift them],” he pointed out.Dr. Chang argued that changing the style of parenting to one that is focused on care, love and understanding will help to reduce violence in the society. “Give the children a sense of self-worth and self-respect,” he added.CSJP Programme Manager, Simeon Robinson, in his remarks urged the graduates to be ambassadors for effective parenting within their communities.He further challenged them to bring at least one other parent from their communities into the programme.The parenting education programme, conducted from November 2017 to June 2018, aimed to hone the knowledge, skills and attitudes necessary to raise children with the aptitude to resist violent and antisocial behaviours.The first phase started with the training of 112 CPTs, who provided one-on-one in-home intensive coaching for the parents engaged.Phase two of the initiative saw 50 of the CPTs assigned to 166 families. After some 4,140 home visits, 138 parents completed the programme. zoom Washington State Ferries is another step closer to significantly reducing fuel costs and transportation emissions by switching a class of vessels from diesel fuel to liquefied natural gas.After more than three years of study, WSF has a plan to safely convert six Issaquah Class vessels to run on cleaner-burning LNG. The proposal was officially submitted to the U.S. Coast Guard on Nov. 18 in a formal letter of intent (LOI) and waterways suitability assessment (WSA). The submission of the LOI and WSA marks the official starting point of the Coast Guard’s review process. WSF expects the Coast Guard to issue a finding regarding the LNG conversion proposal in 2014.“Fuel is WSF’s fastest growing operating expense,” said David Moseley, assistant secretary for the Washington State Department of Transportation, Ferries Division. “Replacing diesel with LNG on the Issaquah Class ferries could result in very substantial savings on fuel over the remaining 30 years of their service life. This will also mean a cleaner, more efficient future for our fleet by significantly decreasing emissions.”The average Issaquah Class vessel carries up to 124 cars and 1,200 passengers, serving on some of the state’s busiest ferry routes. Converting the fuel systems from ultra-low sulfur diesel to LNG would significantly reduce emissions according to WSDOT’s Air Emissions Model, including: 89 percent reduction in particulate matter61 percent reduction in nitrous oxide28 percent reduction in carbon dioxide59 percent reduction in sulfur dioxideFor the proposed LNG conversions, WSF would install main propulsion engines to use natural gas and retrofit LNG fuel tanks on the top decks of the six vessels. The proposal calls for a phased approach for conversions to avoid schedule changes or delays. Once vessels are converted and back in service, they would begin a routine overnight, out-of-service refueling process similar to current diesel refueling.Since 2010, WSF has been studying the benefits of alternative fuels and evaluating the feasibility and safety of using LNG to fuel its vessels. The process included the U.S. Coast Guard, multiple agencies at the state and local level, private industry organizations, the Washington State Joint Transportation Committee and consultants including Cedar River Group and Det Norske Veritas, the world’s leading authority on LNG-fueled passenger ferries.WSF concluded its study process by issuing the final waterways suitability assessment, which includes a safety and security assessment and a risk-management plan. The study found that the LNG proposal is inherently safe with risks as low as reasonably practicable.Use of LNG to power passenger ferries has been proven technically and operationally feasible worldwide for more than a decade, with Norway operating LNG-fueled passenger vessels since 2000. The Maritime and Port Authority of Singapore (MPA) has played down the impact of the recent turmoils at O/W Bunker by saying that the company’s bankruptcy will cause minimal disruption to bunker supply in the Port of Singapore.The MPA says that there are currently more than 60 bunker suppliers in Singapore, and OW Bunker Far East (Singapore) Pte Ltd accounted for less than three percent of the 42.6 million metric tonnes supplied in Singapore in 2013.The MPA is working with the industry and the industry associations to mitigate any potential impact on bunkering operations in Singapore.To address any concerns from the industry, the MPA is working with the Singapore Shipping Association (SSA) and the International Bunker Industry Association (IBIA) to conduct dialogue sessions shortly.The MPA will also work closely with the various stakeholders to ensure that bunkering operations in Singapore run as smoothly and as normally as possible.Press Release
zoom Investment firm KKR and London maritime shipping company Borealis Maritime have entered into the $254.5 million acquisition of Hanseatic Ship Asset Management GmbH, a 100 percent owned subsidiary of Commerzbank AG controlling a fleet of 18 container and dry cargo vessels.The acquisition was carried out through a joint venture vehicle established by the two firms.Hanseatic Ship Asset Management (HSAM) was established in Hamburg by Commerzbank AG in 2013 as part of a strategy to reduce their loan exposure to the shipping industry. Vessels with good market prospects and highly desirable specifications were taken over by Commerzbank in restructuring non-performing lending engagements. As a result, HSAM acquired a modern fleet of 13 mid-size container vessels and 5 mid-size dry bulk vessels during the course of 2013 to 2015.Embarcadero Maritime III, a joint venture formed by KKR and Borealis Maritime to invest in distressed shipping assets, will acquire HSAM with all its assets.Following this purchase, investment vehicles established by KKR and Borealis will jointly operate a fleet of over 50 vessels in the container, chemical, product and LPG sectors. To date, KKR and Borealis have deployed over $600 million into vessel acquisitions and continue to pursue additional transactions opportunistically.Christoph Toepfer, CEO of Borealis Maritime, stated: “The acquisition of HSAM will significantly increase our managed fleet, making us one of Europe’s leading container vessel operators. The main engine’s technology electronically controls fuel injection and the exhaust valve drive. This allows an auto-tuning of the engine and ensures more efficient operations during slow steaming. Berge Asahidake will be traded on the spot market.The growing Berge Bulk fleet will soon be joined by a fourth, 34,000 DWT sister ship. In total, the company is expecting the delivery of three further 34,000 handy-size newbuilds before the end of the year, completing a series of six Namura sister ships.
zoom Oslo-listed shipowner Stolt-Nielsen Limited plans to build a global business of small-scale regional LNG distribution projects, focusing on terminals in strategic locations, which would be serviced by a flexible fleet of ships, the company said.The shipowner added that these LNG distribution projects would be underwritten by a committed base load demand.The company is also looking to develop an integrated model to include sourcing of LNG, shipping to small scale terminals (10,000 cbm – 30,000 cbm) and distribution from the terminalsvia truck and ISO containers to the end user.According to Stolt-Nielsen, the company is seeing potential projects in the Mediterranean, Caribbean, South America, India, Indonesia, Africa and Canada.The projects would have an aim to service stranded-demand customers out of reach of conventional pipeline gas. Stolt-Nielsen noted that the “off-take agreements are currently in the 10-15 year range with suitable counterparty credit.”“I think this is a huge growth area for Stolt-Nielsen,” the company’s CEO Niels G. Stolt-Nielsen said, adding that the LNG segment could prove to be of grate value to the firm.Stolt-Nielsen earlier issued a guarded outlook for Stolt Tankers despite improved operating results in the first six months of 2016, saying that the division might be facing delays and cancellations of newbuildings.“Going forward, we remain guarded with respect to the outlook for Stolt Tankers in 2017 and 2018. The orderbook stands at 27% of the existing fleet, but it remains unclear how this will ultimately play out, as some delays and cancellations of newbuildings seem increasingly likely. Also, higher exports of certain commodity chemicals from the U.S. Gulf are pulling tonnage out of our niche market in specialty chemicals, thus helping to maintain our freight rates,” Stolt-Nielsen said.The company reported its net profit at USD 37.8 million for the second quarter ended May 31, 2016, up from a net profit of USD 30.4 million seen in the first quarter of the year.The revenue for the period also increased to USD 478.9 million, from USD 464 million seen in the first quarter of 2016.

Proceeds from total sales of Nova Scotia Resources Limited (NSRL)have now reached $408 million. Finance Minister Peter Christieclosed a deal today, Oct. 23, to sell the province’s NSRL sharesto Endless Energy Corporation of Alberta, for $1.6 million cash. “I am pleased to say that we received good value on the sale onNSRL and Nova Scotia taxpayers are no longer involved in thehigh-risk business of oil and gas exploration,” said Mr.Christie. The province continues to hold no-risk assets, includingroyalties, seismic data and a net profit interest in significantdiscovery licenses. The province’s $17.5-million guarantee to theCanada-Nova Scotia Offshore Petroleum Board for the plannedabandonment of the Cohasset-Panuke oilfield is still in place. Mr. Christie today also released a 2000 report from ScotiaCapital, in which the financial advisors investigated options forselling or retaining the Crown corporation. The report said thatin a best-case scenario, the government might hope to sell NSRLto an industry buyer for $401 million. Mr. Christie said, “The end result shows that government madegood decisions on behalf of Nova Scotia taxpayers.” The report also indicated that if NSRL had continued as an activeCrown corporation, it would not have been able to repay itsexisting debt. The gains on the sale of NSRL are used to reduce the province’snet direct debt.

He’s been asked by the U.S. Federal Highway Administration togive talks all over the United States. And, this week, the engineer with Nova Scotia’s Department ofTransportation and Public Works will make a presentation onpaving roads in the dark of night to a national asphaltconference right here at home. “Working at night is an effective way to keep traffic flowingduring the daytime,” said Mr. Kennedy. “When a project must becarried out at night it is important to have standards so thatthe work is carried out safely.” Mr. Kennedy developed the rules around night paving for a pavingjob on Highway 125, near Sydney. Given the high traffic volumeson Highway 125, he needed to develop a way to pave effectively atnight while maintaining safety for workers and drivers. Hisspecifications worked and night paving has been used successfullysince then on other jobs in Nova Scotia. “Night paving is not suitable for all locations; it costs moreand presents new safety challenges,” said Mr. Kennedy. “But we’veshown that it can be done in certain locations, and it can bedone effectively.” Mr. Kennedy is one of about 24 speakers and presenters fromaround the world gathered in Halifax for a conference hosted bythe Canadian Technical Asphalt Association. Presenters arediscussing topics such as recycling asphalt and high-performanceasphalt. In Canada, more than $1 billion dollars a year is spent onasphalt paving. In the United States, that amount is more than$10 billion. Roadbuilding companies in Nova Scotia export their expertise inthis field around the world. Dexter Construction Ltd., forinstance, completed a night-paving contract last winter at theBermuda International Airport. “The paving project created many challenges for our company,including everything from shipping equipment and aggregates fromNova Scotia to the requirements of nighttime paving,” said AndyWeaver, quality manager with Dexter Construction Ltd. “BermudaInternational Airport is a single runway airport which meantaccess for construction was limited to nighttime hours. This wasa particular situation where proper nighttime paving techniquesand experience were a must to ensure safety, quality andefficiency.” The conference has attracted almost 300 delegates from around theworld to Halifax. It continues until Wednesday, Nov. 19.
Sustaining a reliable electricity supply will be the province’snumber one priority as it makes changes to Nova Scotia’selectricity system to increase competition and encourage morerenewable energy sources. Energy Minister Cecil Clarke has accepted the recommendations ina report submitted by the Electricity Marketplace GovernanceCommittee in October. The comprehensive report addresses a numberof complex issues with respect to electricity markets,competition, transmission, renewable energy, meeting an increasedenergy demand, and co-generation and makes 89 recommendations. “The report provides us with a framework for improving ourelectricity market by encouraging competition and renewableenergy generation in a way that protects the reliability of oursystem,” said Mr. Clarke. “Implementing the framework will be along-term process — we’re going to be cautious, collaborativeand we’re going to do this the right way so that we are able tomeet our energy needs today and into the future.” The Department of Energy will be working with the Nova ScotiaUtility and Review Board (UARB), Nova Scotia Power and otherstakeholders in the coming months to establish transmissionaccess to power producers, open competition for municipalutilities and permit the sale of renewable energy. Some of the recommendations will require approval from the UARB,while others will require changes to legislation. “Like the Energy Strategy, the report identifies a number ofinitiatives that we can start right away to begin the process,”said Mr. Clarke. “We’re responding to those now while we work onour approach to some of the more complex recommendations in thereport.” The department will make the report a key priority in the 2004-05business plan and will report on progress made through thegovernment’s yearly accountability report and the annual EnergyStrategy Progress Report. The Electricity Marketplace Governance Committee was created inMay 2002 to make recommendations to the Minister of Energy on thestrategic implementation, development, structure, and rules forthe electricity sector. The committee had seven members and twoobservers and was chaired by Robert Fournier. The province also retained the services of Navigant ConsultingLtd. to provide the committee with independent technicalassistance and advice on the variety of complex electricityissues. The ads will feature young Nova Scotians telling their stories about the lengths they will, and have to go to have a smoke. An open casting call throughout Nova Scotia was launched today, Feb. 6. “The best way to get our message out to young Nova Scotians who smoke is for them to hear it from others who are just like them,” said Health Promotion Minister Rodney MacDonald. “Smoking is becoming harder and less appealing and we hope young people will see themselves in these ads and decide that they have good reason to quit.” The idea came while researching the current campaign. “We talked to young smokers about the lengths they must go and suddenly we started hearing all kinds of stories,” said Steve Machat, manager of tobacco control for Nova Scotia Health Promotion. “These stories provide valuable insight into the real-life situations smokers experience.” Mr. Machat said it’s important for people to know that help is available for quitting. He pointed out that five years ago, 30 per cent of Nova Scotians smoked and today it has dropped to 20 per cent. While this is good news, rates among young adults remain high and this campaign hopes to change that. Similar to past anti-smoking campaigns, this campaign will not focus on the health effects of tobacco use, nor will it preach quitting. The campaign will share real stories about the realities of smoking for young people and will invite young people to think about their own smoking habit and come to their own conclusions about quitting. A kiosk will travel throughout Nova Scotia in the next few weeks, visiting the following locations:
An expansion in the Michelin facility in Bridgewater will result in an increased capacity for the production of steel cable and the phasing in of about 36 jobs, as the project progresses. The province of Nova Scotia and Michelin North America (Canada) Inc. announced today, Aug. 29, a $36-million project to expand and modernize the steel cord products operation at Michelin’s Bridgewater facility. The expansion addresses growing demand for steel cable, which is used in the production of earthmover and truck tires, and is due to be completed in 2008. Michelin is investing $32 million and the province is investing up to $4.38 million, to increase the operation’s cable capacity by 11 per cent to supply plant expansions for truck and earthmover tires at Michelin’s Waterville, Nova Scotia, and Lexington, South Carolina, facilities. “This is exciting news for Bridgewater and for Nova Scotia. Attracting continued investment from global companies like Michelin is a key factor to building a prosperous economy and providing stable, long-term employment in our local communities,” said Premier Rodney MacDonald. “This investment supports our commitment to the success of our advanced manufacturing industry in rural Nova Scotia.” The $4.38 million investment incentive is being funded from the Industrial Expansion Fund, which is used to help establish, develop or expand industries in the province. The fund can help companies, like Michelin, secure investment capital and with a return to the province of $3 for every dollar invested, the fund represents a significant return on investment. “We appreciate the province’s financial contribution towards this project and its support of Michelin in Nova Scotia,” said Carrie-Jane Bernard, manager of Michelin’s steel cord products operation at Bridgewater. “We have a significant success story to tell here in Bridgewater with our steel cord production and this investment in our production capacity clearly demonstrates our ability to grow and remain competitive in the global market.” The growing demand for Michelin earthmover and truck tires is a key driver for this investment in Bridgewater. Michelin’s plans for expansion include the addition of about 8,700 square metres to the existing plant structure, modernization of cabling process machinery, and the addition of technical and manufacturing employees related to the production of steel cord products. “For more than 30 years, the province has enjoyed an excellent working relationship with Michelin,” said Carolyn Bolivar-Getson, acting Economic Development Minister. “This expansion is another example of the co-operation between Michelin and the province to work together to create good, high-paying jobs for Nova Scotians.” Michelin’s Bridgewater facility produces steel cord products and tires for cars, light trucks and SUV’s. Michelin opened the facility in 1971 beginning with the production of steel cord product and two years later followed with its first passenger tire. The world’s largest tire maker, Michelin designs, manufactures and sells tires for every type of vehicle, including airplanes, automobiles, bicycles, earthmovers, farm equipment, heavy-duty trucks, motorcycles and the space shuttle. The company also publishes travel guides, maps and atlases covering Europe, Asia, Africa and North America. Headquartered in Laval, Quebec, Michelin North America (Canada) Inc. employs about 3,500 people in Nova Scotia and operates three plants in the province making them the fourth-largest employer in Nova Scotia.
Strengthening communities through arts and cultural development will be the topic of the keynote address at the annual Arts and Culture Conference being held at the DeCoste Centre in Pictou, Oct. 19. Paul Gallant, chair of the Nova Scotia Arts and Culture Partnership Council, announced today, Sept. 7, that Antoine Landry, the mayor of Caraquet, N.B., has been confirmed as the keynote speaker. “Caraquet was a single-industry town just 50 years ago,” said Mr. Landry, who comes from a large musical family and has been involved for many years in the cultural development of Caraquet. “Today, with the right focus and investment, it has become a community brimming with social, tourism, economic and cultural activities.” Caraquet’s cultural commitment is exemplary for a town of fewer than 5,000 residents. In New Brunswick, it is considered a role model both as a centre for Acadian culture and as an artistically vibrant community, and in 2003, Canadian Heritage awarded it the distinction of Cultural Capital of Canada. “It is an incredible story that demonstrates the importance of arts and culture to the well-being of our communities,” said Mr. Gallant. “We hope it will inspire representatives from Nova Scotia’s arts and culture sector to continue developing, fostering and promoting arts and culture in their communities.” The Arts and Culture Conference and Awards Gala, hosted by the Nova Scotia Arts and Culture Partnership Council, will also feature a number of panelists and presenters. More jobs are coming to Sydney as a customer management centre is expanding to take advantage of emerging opportunities. ServiCom Canada Limited is expanding its site in Sydney, creating up to 175 new full-time positions. Premier Rodney MacDonald made the announcement today, April 16, with Gene Caldwell, chief financial officer of ServiCom Canada Limited; Todd Riley, site director of ServiCom’s Sydney location; and Stephen Lund, president and CEO of Nova Scotia Business Inc. (NSBI). Transportation and Infrastructure Renewal deputy minister David Darrow is going to great lengths to support the United Way. In fact, Mr. Darrow has challenged his department to raise more than $2,500 to see him swim across Halifax Harbour on Wednesday, Aug. 25. “I’ve thought about doing this for a couple of years,” said Mr. Darrow. “I’m excited by this challenge and I’m confident that my colleagues will raise a little extra this year to support this great cause.” The department’s webmaster, Kevin Doran, will swim with Mr. Darrow as he braves the harbour at noon. Starting the swim from the Woodside Ferry Terminal and ending it near Bishop’s Landing, the pair estimate it will take them about an hour to complete. For over 50 years, the government of Nova Scotia has contributed to the United Way of Canada. Every year more than 1,600 provincial government employees make donations. The government employee campaign begins in October. Contributions stay in the community and help fund 57 agencies and over 100 programs. Nova Scotians being treated for abnormal heart rhythm caused by blood flow will have access to a new stroke-prevention drug under the provincial Pharmacare program. The province announced today, May 17, it will provide $2.5 million in funding to add the anti-coagulant Dabigatran to Pharmacare for eligible patients who need an alternative to Warfarin. Starting in June, Dabigatran, best known by the brand name Pradax, will be listed as a benefit to help prevent stroke in non-valvular atrial fibrillation patients who cannot be treated with Warfarin. “We heard from many Nova Scotians who couldn’t take warfarin but could not afford the alternative drug,” said Health and Wellness Minister Maureen MacDonald. “Starting next month, Pradax will be available to these patients to help prevent stroke.” At the usual dose, Pradax is similar to Warfarin in preventing stroke and has a similar safety profile. Unlike Warfarin, Pradax does not need to be monitored as frequently. “Working with the manufacturer and other provinces and territories, Nova Scotia established specific listing criteria that will allow eligible patients to access this medication under Pharmacare,” said Ms. MacDonald. “For many patients, this drug provides an alternative to manage risk of stroke, while minimizing budget impact concerns.” About 8,000 to 10,000 Nova Scotians are taking Warfarin for atrial fibrillation and other conditions. “I’ve been telling my patients about options to Warfarin therapy for some time now,” said Dr. Adam Clarke, a cardiologist with Valley Regional Hospital. “While I appreciate there is a cost associated with adding a new drug to the Pharmacare coverage, I applaud the government for this decision. This addition will make a significant difference for many people who could not previously get the care they needed. “I believe there will be fewer Nova Scotians having strokes this year because of this update.” Funding for Pradax is an example of how the province is taking action to get lower, fair prices for generic drugs and keep the dramatic growth of spending on drugs through Pharmacare in check. This year, government is on track to spend $6 million less on drugs because of its fair drug pricing plan. Nearly 180,000 Nova Scotians benefit from Nova Scotia’s Pharmacare program. The province is helping make families and communities safer by funding projects that will reduce crime in Nova Scotia. Funding grants are available for community-based activities, projects and programs that address community needs. “We need to prevent crime from happening in the first place,” said Transportation and Infrastructure Renewal Minister Maurice Smith, on behalf of Justice Minister Ross Landry. “By investing at the community level, we are able to help provide practical ways to address the needs of a community and, in some cases, directly impact the root causes of crime.” The One-time Community Crime Prevention Investment Grant Program awards $40,000 annually. Nova Scotians are eligible to apply for grants of $1,000 to $5,000. Previous recipients include community organizations, schools and the private sector. The Nova Scotia Police Youth Program was one of 49 recipients to get a grant in 2012, which was used to help fund a provincial youth police training weekend. “The police training weekend was an excellent opportunity for police to mentor youth from across the province and teach them leadership and crime-prevention fundamentals,” said Cst. Ken MacDonald, New Glasgow Police and training co-ordinator. “The success of the week was impacted by support from the Department of Justice and the crime prevention investment grant.” Government invests annually in initiatives that support crime prevention and community safety. Among these are the Lighthouses Program, which awards funding to community organizations that help keep youth from being involved in crime, the Additional Officer Program, which puts additional officers and resources in our communities, and the internationally recognized Nova Scotia Restorative Justice Program. Premier Darrell Dexter, today, April 17, expressed sadness over the passing of Rita MacNeil. “Rita always followed her passion and never let anything hold her back from reaching her dreams,” said Premier Dexter. “Despite her world-wide success, you felt like you could be her friend. She was a kind woman who stayed close to her deep roots in Big Pond.” The premier recognized her struggle with poverty, and her work to advance women’s equality. “Her roots were evident in her songs and in her voice, but you didn’t have to be from Cape Breton to be moved when she sang Working Man,” said Premier Dexter. “The words toShe’s Called Nova Scotia will echo in the hearts of Nova Scotians all over the world for years to come.” Ms. MacNeil was a member of Order of Canada and the Order of Nova Scotia. She was recognized with three Juno Awards and multiple Canadian Country Music Association and East Coast Music awards. The premier expressed condolences to Ms. MacNeil’s friends and family.
The Nova Scotia Securities Commission has issued a similar order against Timothy Wade MacDonald to one previously issued by the Nova Scotia Provincial Court. The court issued its order on April 12, 2010, against Mr. MacDonald after he pleaded guilty to eight counts of fraud. At the time of his offence he was registered as a mutual fund salesperson in Nova Scotia. According to the court, Mr. MacDonald operated MB Capital Management Limited, a financial services company, which he used to steal significant amounts of money from his clients. The court said that his actions caused extreme financial damage to the people who trusted him. The commission found there was sufficient reason to issue a similar order which cancels Mr. MacDonald’s registration and ordered him to permanently: cease trading in Nova Scotia, except on his own behalf through a registrant of the commission be denied from using exemptions contained in Nova Scotia securities laws be prohibited from becoming or acting as a director or officer of any issuer permanently be prohibited from becoming or acting as a registrant, investment fund manager or promoter permanently. New Delhi: Delhi BJP chief Manoj Tiwari on Tuesday wrote to Chief Minister Arvind Kejriwal, raising 10 questions on the functioning of the public transport system in the Capital city, in the wake of the recent announcement that the state government plans to make transportation for women in metro and buses free. He demanded that the government publish a white paper on the status of public transport systems in Delhi so that the feasibility of such schemes can be discussed in the public domain. He said due to the shortage of buses, the number of taxis and autos have increased. He has asked Kejriwal to categorically state the number of the DTC and cluster buses on February 10, 2015, and how many of them were in running condition. “What is the number of DTC and cluster buses today? The North East Delhi MP however clarified that he is not against the idea of free travel in metro and buses for women, but that the timing of such announcements must be questioned. Washington DC: The Trump administration’s decision to rescind work authorisation for H-4 visa holders, a large number of whom are the spouses of high-skilled Indian IT professionals, is yet to get a final shape as the rule making process is incomplete, an official has said. Under the previous Obama administration, certain H-4 workers were allowed to get employment authorisation. However, US President Donald Trump, soon after coming to power, said that he plans to rescind such a rule. H-4 visas are issued to the spouses of H-1B visa holders, a significantly large number of whom are high-skilled professionals from India. “No decision about the Obama administration regulation granting work authorisation to certain H-4 spouses is final until the rule making process is completed,” the official said. Recently, the Department of Homeland Security in its annual spring agenda reiterated the proposal to remove from its regulations certain H-4 spouses of H-1B non-immigrants as a class of aliens eligible for employment authorisation.

Mumbai: After a delay of several days, the first spell of heavy rains lashed the metropolis and its outskirts Friday morning, slowing down road and rail traffic. The Met office has predicted moderate rainfall with a few spells of heavy showers in the financial capital in the next 24 hours. The Brihanmumbai Municipal Corporation (BMC) said in the last five hours, its weather station has recorded an average rainfall of 43.23 mm in the island city, 64.14 mm in eastern suburbs and 78.21 mm in western suburbs. Meanwhile, heavy showers brought cheers to civic officials who said they will help in improving stock in reservoirs supplying water to the metropolis. Heavy traffic jam affected the movement of vehicles on the Mulund-Sion stretch of the Eastern Express Highway, he said, adding the BMC had to close a busy subway in suburban Andheri due to water-logging. The Thane railway station witnessed water-logging on tracks and the local civic administration has been alerted about it by the Central Railway (CR). “Water entered on tracks from the city area. The TMC (Thane Municipal Corporation) has been informed. The TMC is sending officials to check and do the needful. Our officers are there to help,” CR chief spokesperson Sunil Udasi said. The Western Railway, in a statement said, several teams of officials along with RPF jawans have been deployed at different locations to ensure smooth operation of trains. “Tracks and signals are working well without any failure. Train operation is normal. Today we received a few mail express trains late at Surat from Vadodara due to heavy rains in Vadodara division,” said the statement.

Chennai: The senior Tamil Nadu leader was found guilty under section 124 A (sedition) also imposed a fine of Rs 10,000, reports said.MDMK chief Vaiko was on Friday sentenced to one year in jail by a special court in Tamil Nadu’s Chennai in connection with a sedition case filed against him in 2009 by the DMK government in the southern state. Judge J Shanthi held the senior Tamil Nadu leader guilty of sedition under section 124 A of the Indian Penal Code (IPC) and also imposed a fine of Rs 10,000. Vaiko, who was present in the court, said he never sought any leniency. A petition was filed to suspend the conviction enabling an appeal against the order. The conviction and sentence then stayed for a month. Police had registered a case under section 124(A) against Vaiko for the speech he made while releasing his book Naan Kutram Sattugiren or I am Making the Accusation) in 2009.
Los Angeles: NASA engineers have recently installed the legs and wheels, known as the mobility suspension on the Mars 2020 rover, according to a latest release of NASA’s Jet Propulsion Laboratory (JPL). More than a dozen “bunny suit”-clad engineers integrated the rover’s legs and wheels on June 13 in the clean room of the Spacecraft Assembly Facility at JPL, marking another milestone in the rover’s building, Xinhua news agency reported on Saturday. Measuring 52.5 centimeters in diameter and machined with traction-providing cleats, or grousers, the current wheels are engineering models that will be replaced with flight models next year, JPL said. Every wheel has its own motor. The two front and two rear wheels also have individual steering motors that enable the vehicle to turn a full 360 degrees in place. Mars 2020 will launch from Cape Canaveral Air Force Station in Florida in July 2020. It is scheduled to land at Jezero Crater on February 18, 2021.
Moscow: Two people were hospitalised Friday after an Armenia-bound plane was evacuated in Moscow following a strange smell and smoke in the cabin, the airline and airport officials said. The early morning flight operated by Russia’s Nordwind Airlines had to be aborted during takeoff after a “foreign smell” on board the Boeing 737, the company said. The crew used emergency slides to evacuate the passengers — 162 adults and 11 children. Citing the plane’s commander, Moscow’s Sheremetyevo Airport where the incident took place, said there was smoke in the cabin but no fire. Five passengers sought medical help and two were hospitalised, Sheremetyevo said. The plane was replaced but 28 passengers refused to continue their journey. In May, 41 people were killed when a Russian passenger plane made an emergency landing and caught fire at Sheremetyevo.
New Delhi: There has been a sharp decline in the population of vultures in the country which has come down from 40 million to 19,000 in over three decades, the Environment Ministry told the Parliament Friday.Responding to a query on the status of vultures in the country, Union Environment Minister Prakash Javadekar said there are three species of critically endangered resident Gyps vultures- White-backed vulture, Long-billed vulture and Slender-billed vulture- whose population as per the latest figures is 6,000, 12,000 and 1,000, respectively. The crash in population was first noticed in the mid-90s and by 2007, there was a 99 per cent decline in the population of the three resident Gyps species of vultures,” he said. The minister said nationwide vulture surveys are being carried out by the Bombay Natural History Society (BNHS) every four years sponsored by the Ministry of Environment and forest departments of various states since 1990. These three species were very common in the country with an estimated population of 40 million in early eighties. Based on the latest survey carried out in the year 2015 and the results published in 2017, there were about 6,000 White-backed vultures, 12,000 Long-billed vultures and 1,000 Slender-billed vultures,” the minister said in a written reply. The major cause of mortality of vultures was found to be the veterinary non-steroidal anti-inflammatory drug ‘Diclofenac’, given to cattle in pain and inflammation. “Diclofenac was found to be extremely toxic to vultures and causes renal failure. The Government of India banned the veterinary use of the drug in 2006 which was gazetted in the year 2008, but the misuse of multi-dose vials of human formulation of the drug in treating cattle was still causing mortality in vultures,” Javadekar said. On a question whether any vulture breeding centres have been established for their conservation, the minister said eight Vulture Conservation Breeding Centres (VCBCs) were established in different states of the country. “Four of the centres, Pinjore in Haryana (established in 2004), Rajabhatkhawa (in 2006) in West Bengal, Rani in Assam (in 2009) and Kerwa near Bhopal (established in 2008) are managed by respective state forest departments with support from BNHS and the Union Ministry of Environment,” he said. “Four more centres i.e. Junagarh in Gujarat (established in 2006), Nandankanan in Odisha (in 2006), Hyderabad in Telangana (in 2006) and Muta in Ranchi are established in state zoos and are being run by state forest departments with support from the Central Zoo Authority (CZA) of the Ministry of Environment and technical support from BNHS,” Javadekar said. Kolkata: Single-use plastic materials will be banned inside the premises of Sealdah station from October 2.”Today (Saturday), we conducted different programmes spreading awareness about the harmful effects of plastics. I want to give a message that single-use plastics (disposable plastics) should be discontinued,” said P C Sharma, general manager of Eastern Railway (ER). A massive drive to stop use of plastics was organised by ER’s Sealdah division as part of the ‘Swachhta Hi Seva Pakhwada’ programme on Tuesday. A kiosk spreading awareness about the harmful effects of plastics was also installed inside the Sealdah station premises. All railway vendors were instructed to avoid use of plastic carry-bags. One of Krajnc’s lawyers has argued Krajnc was acting in the public good, and was therefore not breaking the law. The Crown has argued the pigs were the property of a farmer, and Krajnc was interfering with his property.———GIN RECALL EXTENDED COUNTRYWIDEFederal health authorities have extended a recall of gin that contains far more alcohol than what is declared on the label. The Canadian Food Inspection Agency says the recall of 1.14-litre bottles of Bombay Sapphire London Dry Gin began in Ontario and is now countrywide. The two cases have raised calls for an investigation into ways to improve the safety of fighters in boxing and MMA.———U.K. MOVES TO EASE TENSIONS AFTER ATTACK ON LONDON MUSLIMS: British authorities and Islamic leaders moved swiftly to ease concerns in the Muslim community after a man plowed a large van into a crowd of worshippers outside a north London mosque early Monday, injuring at least nine people. British media named the suspect as Darren Osborne, a 47-year-old father of four who was living in Cardiff, Wales. British Security Minister Ben Wallace said authorities were aware of rising far-right activity but the suspect was not known to them prior to the attack. Police are treating the incident as a terror attack. One man died at the scene, although he had been receiving first aid at the time and it wasn’t clear if he died as a result of the attack or from something else. The chaos outside the Muslim Welfare House in Finsbury Park follows three Islamist-inspired attacks over the past three months that have triggered a surge in hate crimes around Britain. The Metropolitan Police Service, already stretched by its investigations of the earlier attacks and a high-rise apartment fire that is believed to have killed 79 people, immediately announced it was putting extra patrols on the streets to protect the public.———REPORT ALLEGES POLICE MISTREATMENT OF INDIGENOUS WOMEN: Indigenous women in Saskatchewan have been subjected to violence, invasive strip searches and other mistreatment by police, says a report from a human rights watchdog group that was quickly criticized by some police agencies. The 32-page report from New-York-based Human Rights Watch said the group documented 64 cases of alleged violent abuse during a visit last year to the province that included talks with indigenous women and social workers. The treatment of indigenous people by police in Saskatchewan has been the subject of high-profile legal proceedings. The 1990 death of Neil Stonechild, who was found frozen to death in a field outside Saskatoon, led to an inquiry and the firing of two Saskatoon police officers. Since RBI acquired Tim Hortons in 2014 it has used money in the fund in ways that were not used previously or permitted, according to a statement of claim filed in Ontario Superior Court on Monday. Each franchisee contributes 3.5 per cent of their gross sales to the fund and since Dec. 14, 2014, the fund has collected nearly $700 million, according to the claim. The lawsuit alleges RBI has funnelled the money to itself, the TDL Group Corp., and several individuals — including RBI CEO Daniel Schwartz — also listed as defendants. The allegations have not been proven in court. RBI said in a statement that it vehemently disagrees with and denies all of the allegations. It said the company remains committed to working with restaurant owners to make the Tim Hortons brand strong.———LEGAL POT BY 2018 ‘RUSHED,’ MANITOBA MINISTER SAYS: Manitoba’s finance minister says he’s feeling rushed by the Trudeau government’s July 2018 timeline for legalizing recreational marijuana, and he wants an extension. Cameron Friesen says with the clock ticking there are still many unanswered questions on issues like public safety, enforcement and finding legal supplies of marijuana. He says provinces are responsible for much of the work and the high costs needed to create a regulated cannabis market. Friesen was speaking in Ottawa before a federal-provincial finance ministers meeting, which is exploring the issue of how to tax Canada’s forthcoming legal pot industry, among other things. He says he mentioned the idea of an extension to federal Finance Minister Bill Morneau — but didn’t reveal how much extra time he’s hoping for. Provincial ministers are planning to push Ottawa to ensure they receive a share of pot-related tax revenue that fairly reflects the added costs provinces will have to assume on the road to legalization.———NEW TWIST IN EDMONTON SEXUAL ASSAULT CASE: A man convicted of sexually assaulting an indigenous woman whom the Crown had jailed and shackled to ensure her testimony has applied for legal records to discredit her as he seeks a mistrial. Lance David Blanchard was found guilty in December of aggravated sexual assault, kidnapping and unlawful confinement for the 2014 attack. The victim, a 28-year-old homeless woman, died in 2015 in an unrelated shooting. Tom Engel, Blanchard’s lawyer, has applied for the release of legal records that he contends contain new evidence that she was heavily addicted to drugs and was involved in criminal activity. Earlier this month, an Edmonton judge ruled against Blanchard’s attempt to have his convictions stayed over his treatment in custody. A judge is to hear arguments on the records request next Monday and for the mistrial application on July 26. Blanchard is scheduled for a dangerous offender hearing in January that could lead to him being jailed indefinitely.———FEDS DETAIL GENDER VIOLENCE STRATEGY: The Liberal government has unveiled its strategy on gender-based violence, proposing to spend the bulk of the cash allotted to create a centre of excellence within Status of Women Canada to both study and try to solve the problem. Status of Women Minister Maryam Monsef said the money will help collect and share national data on gender-based violence that other levels of government and those on the front lines are unable to gather on their own. The centre will receive $77.5 million of the $101 million the Liberal government committed over five years to the gender-based violence strategy in the March budget, plus $16 million a year going forward, for research, data collection and programming. The rest of the money will be spread across several departments as part of a federal plan aimed at prevention, providing better support for survivors and helping the justice system become more responsive to the needs of those who experience sexual assault or other forms of violence.———HEALTH OFFICIALS TO MEET WITH DESMOND FAMILY: Nova Scotia’s health authority has agreed to meet with Lionel Desmond’s immediate family next week, almost six months after the former Canadian soldier fatally shot his mother, wife, daughter and himself in a horrific murder-suicide that attracted national attention. One of Desmond’s sisters, Chantel, confirmed today that the authority has scheduled a June 28 meeting at St. Martha’s Hospital in Antigonish, N.S., which is a half-hour drive from Lionel Desmond’s home in Upper Big Tracadie. The meeting will be important to the family because it will focus on the authority’s confidential review of how the province’s health-care system dealt with Lionel Desmond before the killings on or about Jan. 3. HALIFAX – Parks Canada says it has decided to continue leasing a facility in a Halifax-area business park for an archeology lab that houses artifacts from the Atlantic region.Treasury Board President Scott Brison tweeted Wednesday evening that the Liberal government was keeping the facility going, saying it “meets conservation and security standards.”The previous Conservative government had announced in 2012 that the lab was closing as part of a consolidation of six labs, and the artifacts were scheduled to be moved.In a brief email, a Parks Canada spokeswoman confirmed Brison’s tweeted message.A number of local archeologists had criticized the Harper government’s plans to close the facility, saying it was both a valued storage facility and a source of expertise to researchers.

REGINA – A judge who sent a teenager to rehabilitative custody Tuesday for taking part in the fatal stabbing of a 16-year-old girl said his behaviour was abhorrent but did not merit an adult sentence.The teen, now 19, pleaded guilty to second-degree murder in the death of Hannah Leflar, who was found by her stepfather in a pool of blood in the family’s Regina home in January 2015.She had been stabbed multiple times with a hunting knife by another boy she had recently dumped.All three teens were 16 at the time.Justice Lian Schwann said the Crown failed to meet the test of “diminished moral blameworthiness” that would be required for an adult sentence.She noted he did not plan nor become actively involved in the murder and concluded he is a low risk to reoffend. Schwann said his best chance would be under intense rehabilitation available under a special Youth Criminal Justice Act sentence.Intensive Rehabilitative Custody and Supervision consists of a period of custody with mandatory treatment followed by conditional supervision and support in the community. The maximum time in custody for second-degree murder is four years.The teen will not receive credit for 33 months he spent in a youth correctional facility.The defence had argued that the teen had made bad choices, but was remorseful and should be sent to a youth facility. The Crown had said an adult sentence would balance risk, public safety and rehabilitation.“She seemed to be quite swayed by the potential for the success with a (rehabilitative) sentence. I’m not entirely sure that the evidence bore that out,” prosecutor Chris White said outside a Regina court.“A lot of what we thought was the actions of a sophisticated killer were better described in her view as immaturity.”White suggested the sentence provides no closure for Leflar’s family.“They were certainly hopeful that there would be an adult sentence for this individual,” he said. “They’re certainly disappointed.”Defence lawyer Greg Wilson said he understands the family is upset.“I get that it’s not a popular sentence. I get that a lot of people aren’t going to like it, but Canadian law is based on consistency. It’s based on principles. It’s based on the Youth Criminal Justice Act and, at the end of the day, this is what we felt was going to be the appropriate outcome.”A lengthy sentencing hearing in September heard that the teen lured Leflar to her home, then watched as her former boyfriend stabbed her to death.Skylar Prockner was convicted of first-degree murder and sentenced as an adult to life in prison with no chance of parole for 10 years.He is serving his sentence at the Saskatchewan Penitentiary in Prince Albert and has launched an appeal.The teen said at his hearing that he didn’t think Prockner had a knife and was only hitting Leflar. GRAND MANAN, N.B. – Fisheries and Oceans Canada says an entangled North Atlantic right whale has been spotted off Grand Manan, N.B.It says the Grand Manan Whale and Seabird Research Station is tracking the whale about 22 nautical miles east of the community.The department says the Campobello Whale Rescue Team is unable to respond to assess the whale’s condition due to an issue with their vessel and deteriorating weather conditions.It says the forecast shows continued poor weather for the next two days.The DFO says it will monitor the situation via aerial surveillance.The Department of Fisheries and Oceans announced on July 21 that an area of the Grand Manan Basin was being closed to fishing because of two North Atlantic right whales being spotted in the Bay of Fundy.The area, which is a critical habitat area for the endangered species, was to remain in effect until further notice.While there have been no reported deaths of right whales this season thus far, the Fisheries Department said 12 North Atlantic right whales died unexpectedly in the Gulf of St. Lawrence between June and September of last year.
MAYERTHORPE, Alta. – The Royal Canadian Air Force says the search for a missing pilot and his Cessna 172 has ended with the discovery of the light plane and a body in a wooded area northwest of Edmonton.“The search for missing pilot Scott Schneider has ended with the discovery of his Cessna 172,” the military said in a release Thursday night.“Unfortunately, when Royal Canadian Air Force search and rescue technicians arrived on scene he was found without vital signs.”Schneider and the plane were last seen Sunday afternoon taking off from an airfield in Edson, Alta., bound for nearby Westlock.He was reported missing the following day when he failed to report for work.The military deployed Hercules aircraft and helicopters to search the rural area between the two communities.“While this is not the outcome we hoped for, we hope it brings closure to the family and friends of Mr. Schneider,” Maj. Gerry Favre, searchmaster with 1 Canadian Air Division said.“The thoughts of the entire search team are with the family right now.”The military said it found the plane after reviewing radar logs from a nearby airport.Schneider was flying alone with his dog.RCMP Cpl. Chris Warren said the aircraft was found in Lac. MONTREAL – About 6,000 Canada Post employees in Montreal have walked off the job, along with postal workers in several other cities as ongoing rotating strikes continue across the country.The Canadian Union of Postal Workers said the Montreal walkout began at 10:30 p.m. local time Monday, joining several other cities participating in the 24-hour strikes.CUPW says walkouts are being held in five B.C. cities, including Fraser Valley West, Prince George, Squamish and Royal City.Workers are also out in Weyburn, Sask., and seven Ontario communities, including Cobourg, Deep River, Fort Frances, Peterborough and Kapuskasing.Last week, 9,000 workers in the Toronto area walked off the job for two days, forcing delays in shipments of tens of thousands of letters and parcels across the country.In a statement, Canada Post warns that the Montreal walkout will have a significant impact on operations, since it is an important processing hub.“Canada Post will make every effort to minimize the impact, but customers well beyond Montreal may see delays for parcel and mail delivery,” the Crown corporation said.CUPW and the postal service have been unable to reach new collective agreements for the two bargaining units in 10 months of negotiations.“We outlined our major issues to Canada Post at the very beginning of the negotiation process … and clearly stated that we would not sign any agreements that don’t address overwork and overburdening, equality and full-time jobs,” CUPW national president Mike Palecek said in a statement.“Our position hasn’t changed. MELFORT, Sask. — The father of a player killed in the Humboldt Broncos bus crash says he thinks meeting face-to-face with the truck driver who caused the collision was a powerful moment in both of their lives.Scott Thomas, whose son Evan died in the April 6 crash, said both he and Jakirat Singh Sidhu cried when the two met privately at Sidhu’s sentencing hearing this week. “It was a very powerful, very emotional 15 minutes,” said Thomas. “There were lots of tears on both our parts.“He said exactly what he said in court … ‘I’m sorry, I’m so sorry, I’m so sorry, I’m so sorry.’”Thomas was sitting in court in Melfort, Sask., Wednesday when Sidhu’s brother tapped him on the knee and asked if Thomas would meet with their family after the hearing ended for the day.“We went into a small room in the back,” Thomas told The Canadian Press in an interview Thursday.Thomas had frequently said he would like to meet with the truck driver.He said Sidhu asked him how he could make it right for his family.“I said, ‘So far, you’ve done everything that’s in your power,’” Thomas recalled. “He pled guilty, he took away the possibility of a long, drawn-out trial. He ended the proceedings in a pretty short and quick and efficient manner and definitely saved our families a lot of grief going forward.“In his words, he can’t do anything to make it better, but he can stop proceedings that make it worse. That’s what he did. He’s already taken steps in that direction.”Thomas said he accepted Sidhu’s apology.“Absolutely,” said Thomas. “It was a powerful moment in both of our lives, I think. It’s what I had asked for.”Ninety victim impact statements were submitted from family members over three days. They cried as they spoke of their unending grief for those who died and their frustration for those forever scarred. Some said they can forgive Sidhu, while others said they are too angry.Crown prosecutor Thomas Healey told court that he admired the ability to forgive, but that actions must have consequences. He said that while there has been no case like it before in Canada, a sentence of 10 years with a 10-year driving prohibition would be appropriate.The defence made no specific sentence recommendation but cited other dangerous driving penalties stretching from 1 1/2 to 4 1/2 years behind bars.Thomas said he wouldn’t want to be in the judge’s position of having to determine Sidhu’s sentence.“There’s definitely some parts of our conversation I am still not talking about, but the range of human tragedy in this is unbelievable,” said Thomas. “Any time I think I can’t get any deeper into this, something happens to continually break my heart.”Sitting through the victim impact statements was sometimes harder than the days after the crash, he said.“A couple of Mr. Sidhu’s family members were in the meeting with us and you could see the pain in their faces. So many families on so many levels.“From the 29 people on the bus to the billet families to the first responders who were there. There’s thousands and thousands of people who were impacted by this and every one of them has a unique story. It’s unbelievable.”Thomas said his strongest feelings in the case are reserved for a system that allowed Sidhu on the road with little experience and even less training.“If I harbour long lasting hard feelings toward anybody it’s toward the company that employed him … the trucking industry that allowed this to happen and the governments that allowed a man like him to be behind the wheel,” Thomas said. “I have a horrible feeling there are hundreds of others who are trained just as poorly out on the road right now. He thought he was just doing his job.”Provincial court Judge Inez Cardinal said she will hand down her sentence March 22.“However this happens, there’s no winners here,” said Thomas.“There’s going to be losers. SURREY, B.C. — An investigation is underway after a man in Surrey, B.C., was injured while being arrested for allegedly yelling racial slurs at a prayer vigil for the victims of the New Zealand mosque attacks.Surrey RCMP say it happened Sunday afternoon at the pre-planned event in the city’s civic plaza.They say the man was acting suspiciously at the time.The Independent Investigations Office confirms it has been notified and its investigators are now gathering evidence and seeking witnesses.The office, which investigates all cases of police-involved injury or death in British Columbia, says the injury occurred as the man was being taken into custody for breach of the peace.A statement from the office says that during the arrest the man went to the ground and was taken to hospital, where he was treated for non-life-threatening injuries.Surrey RCMP say in a post on their website that the office will “determine whether police actions or inactions are linked to the man’s injuries.”The detachment says it will not make any further comment while the investigation is underway.The Canadian Press
CRANBROOK, B.C. — The Crown wrapped up its case Monday against a former member of a fundamentalist sect who is charged with the alleged removal of a girl from Canada in 2004 to marry a man in the United States.Special prosecutor Peter Wilson argued that the Crown doesn’t have to prove that sexual activity took place between the girl and the man she married.“The Crown only has to prove that at some point during the unfolding of the events, that the accused intended or subjectively foresaw that (the girl) would be subject to sexual contact,” Wilson told a B.C. Supreme Court judge in Cranbrook.James Oler is charged with removing the 15-year-old girl from Canada to marry a member of the Fundamentalist Church of Jesus Christ of Latter-day Saints, which practises polygamy in Bountiful, B.C., and the United States.He was acquitted in 2017 by a judge who was not convinced Oler did anything within Canada’s borders to arrange the girl’s transfer to the U.S. But the B.C. Speaking to an audience about his bipolar disorder and attempt to commit suicide last year, actor Stephen Fry had some commonsensical things to say.The president of Mind since 2011, a charity that provides information and support to those experiencing mental health problems, Fry is committed to openly discussing mental illness, including his own.“I am the victim of my own moods,” says Fry, “more than most people are perhaps, in as much as I have a condition which requires me to take medication so that I don’t get either too hyper or too depressed to the point of suicide.”Nevertheless, in his hotel room after a day of filming last year, Fry says he took very many pills and a lot of vodka, which caused his body to convulse so much that while unconscious he broke four ribs. It was thanks to his producer visiting his room that Fry was found and taken to hospital.“There is no ‘why’,” says Fry, “it’s not the right question. There’s no reason. If there were a reason for it, you could reason someone out of it, and you could tell them why they shouldn’t take their own life.
