Guyana Times could not verify the duration of the transfe,r but from information received, it might be a permanent move. However, following the disappearance of the cocaine on September 26, several members of the unit were questioned. The cocaine was tendered as evidence against 31-year-old Travis Mendonca, who was sentenced to three years’ imprisonment after he pleaded guilty to a trafficking in narcotics charge. After the news broke of the missing cocaine, acting Police Commissioner David Ramnarine confirmed that an investigation was launched by the Office of Professional Responsibility (OPR).It was reported that while the state won the case against Mendonca, investigators had issued a wanted bulletin for 27-year-old Delvor Bunbury of Lot 37 Victoria Road, Plaisance, East Coast Demerara as the alleged mastermind in the incident. Budget 2014: Increases in old age, child support grants

first_imgSouth Africa’s monthly old age and disability grants will increase from R1 270 to R1 350 from April, Finance Minister Pravin Gordhan told Parliament on Wednesday.(Image: South Africa Social Security Agency)Child support grants will increase from R300 to R310 a month from April and to R320 a month from October, while foster care grants will increase to R830 a month. The increases are in line with inflation forecasts of 6.2% for the 2014/15 financial year.Delivering his Budget speech in Cape Town, Gordhan said the number of South Africans who were eligible for grants would increase to 16.5-million over the next three years. The good news for the fiscus is that the recent re-registration of grant recipients, along with the introduction of a modernised payment system has lowered the cost of administering the system, while removing hundreds of thousands of invalid beneficiaries from the database.South Africa’s social assistance system, one of the largest in Africa, is the government’s most direct means of combating poverty. Spending on social grants accounts for 3% of the country’s gross domestic product (GDP) and is projected to rise from R118-billion in 2013/14 to R145-billion by 2016.The child support and old age grants are the two largest grant programmes, constituting about 75% of total grant spending.Over the past decade, the number of social grant beneficiaries has doubled, from 7.9-million in 2003 to 15.8-million this year, largely due to an expansion of the child support grant.Source: SAnews.gov.zaWould you like to use this article in your publication or on your website? Behind Blooki.st — A Blog + Book Site That’s All Journey, No Destination

first_imgA Web Developer’s New Best Friend is the AI Wai… Top Reasons to Go With Managed WordPress Hosting Blooki.st is a blogging platform stripped almost to the bone. Open a “blook” — supposedly what you get when you cross a blog and a book — and it suddenly consumes your entire browser screen. Scrolling down actually moves you from left to right in typical Western reading fashion. With this full-screen approach, photography is blown up to stunning, enveloping proportions. The only other feature you can tack on is text in a single font. “What we wanted was to offer anyone a piece of their own land,” Zuzic says. “With Blooki.st, we reverse engineered the whole process. We knew where we wanted to end up and then stripped it down to the bare essentials.” Not surprising given its straightforward focus on images and text, Blooki.st has created a small but dedicated niche for itself as a place to showcase portfolios and travel photography. So how did a couple of post-grads with ambitions set on the IT industry transition to a serene blogging platform perfect for cutting out the noise?“We always wanted to build something that would give back to the community,” Zuzic says. Initially, the pair thought the music world was their calling, but were drawn more and more towards publishing platforms as their idea machine kicked into high gear. “We were changing ideas week by week until we ran out of everything. A “blook” was just a concept we had lying around until one day we realized that was it.”The fact that each blook moves left to right is a nifty touch. But from a self-publishing philosophy standpoint, a blook contains a myriad of possibilities reduced to the simplest of forms, with potential far beyond portfolios and photography. As more blooks get added to the site, the way people use it begins to change, noticeably, day by day. A Good Wander SpoiledWhen the Blooki.st cofounders initially hopped a plane out of Slovenia, they had high hopes. Zuzic had studied law and Robar media communications, but both were convinced the world’s most desirable opportunities lay elsewhere.“I thought there must be something better than ordinary life in the office,” Zuzic says. “We had big egos, and lots of optimism…so we took the plunge.” The plunge was London, where Zuzic and Robar flew without a return ticket. The plan was ambiguous: start a company, expand an idea, create something unique. The focus was originally on IT, but it was broad, and without ever having crafted a single line of code, the pair knew that their loose roadmap was a bit of a risky undertaking. That was in April of 2011, and it did not go well. “All projects or ideas we had were disastrous,” Zuzic admits. “We were looking for that perfect idea, looking for people to join our team, facing high costs of living and had no success.” When it starting becoming clear that it wasn’t going to be as easy as the duo had hoped, they were forced to recalculate their approach. “We realized that optimism without a bit of realism won’t work.”So Zuzic and Robar started from scratch, and kept the ball rolling through failed idea after failure idea. Not until a good friend of theirs, developer Jani Gorse from the Slovenian village of Kot pri Ribnici, showed interest in participating in something outside of his day job did the team find that they were ready to get an idea off the ground. And thus Blooki.st was born.Blooking AheadThe team has now expanded to four people; in October of last year, Luka Locniskar joined as a front-end developer. But the platform is still in a stripped-down alpha phase.“The good news is the platform is already publicly available,” Zuzic says. Blooki.st launched on April 3, and began quietly will a select few invites. The team let it grow organically from there, and by mid-April it had garnered around 600 users. That met the requirements the team needed to test all the aspects of the platform properly.“We were a bit ‘evil’ and did not include any guides, because we wanted to see how our users will respond,” he adds. “Regarding the content, we have seen various styles, from poetry to photography, short cute blooks to massive ones, showing the variety we have to promote and work on.” This variety has given the Blooki.st team some ideas about moving forward, especially in a rather unchartered space for blogging: user revenue models.“We aim to start challenging the traditional platforms not only in terms of content distribution, but also revenue options for the users,” Zuzic says. There are also plans to make Blooki.st as writer-friendly as it is photographer-friendly, with a focus on self-publishing everything from journalistic non-fiction to novellas and poetry. What any of that will look like is still part of a fluid process changing week by week, but the Blooki.st team’s attitude towards planning seems to have aligned with that of the very simple nature of the blook itself: it will happen when it happens, naturally, and without too much fuss. A prime example of this blookist attitude is with the site’s beta release, which is Blooki.st’s closest thing to an official next destination in the meandering roadmap that started two years ago in Slovenia. (The site is officially still in alpha, if you believe what you see when you visit it.) But there’s no official timeline for a beta release, either. Zuzic says it might just come overnight whenever the team feels ready. When Adrian Zuzic and Matej Robar set out to be entrepreneurs, the Slovenian friends had no clear idea of what they wanted to invent, much less how they’d go about inventing it.Yet after an agonizing and largely undirected period of trial and error, what they ended up inventing was Blooki.st, a blogging platform that, oddly enough, lets visitors wander through photographs, essays and personal stories in much the same aimless yet rewarding way Zuzic and Robar created the site in the first place.Meet Blooki.st Related Posts 8 Best WordPress Hosting Solutions on the Market Why Tech Companies Need Simpler Terms of Servic… nick statt Tags:#Blogging#publishing#Web Development last_img read more

Our leaders blessed MNF more than us, says Mizoram BJP chief

first_imgThe BJP’s Mizoram unit president, Professor J.V. Hluna, said on Wednesday that his party’s central leadership “blessed” the Mizo National Front more than the its own candidates in the State. The MNF had downplayed its association with the BJP through the North East Democratic Alliance, an anti-Congress front, to return to power after a decade by winning 26 seats in the 40-member State Assembly.“We expected five-seven seats but ended up with one. One of the factors was that our central leadership did not bless us properly and gave attention to the MNF. They dictated us instead of consulting us,” Mr. Hluna told The Hindu.Mr. Hluna, who forfeited deposit in the Tawi Assembly constituency, attributed the BJP’s poor show to Chief Minister Lal Thanhawla’s “manipulation” of the church and influential social NGOs.“Mr. Lal Thanhawla used the [former Chief Electoral Officer S.B.] Shashank issue to mobilise opinion against us. He made it seem like the BJP was behind everything that happened,” the State BJP chief said.Mr. Shashank was replaced by Ashish Kundra midway through the electoral process after a coordinated body of church-backed NGOs demanded his ouster for removing a Mizo IAS officer over alleged interference in the enrolment of the minority Bru voters. “Lal Thanhawla also mobilised the church against us. Church leaders made it seem that supporting the BJP was like converting from Christianity to Hinduism,” Mr Hluna said.last_img read more

After being relegated to the sidelines Etienne Sabino is making noise on

Redshirt junior linebacker Etienne Sabino had an interesting road to a starting job for the Ohio State defense. After Sabino lost the job to current senior Andrew Sweat last spring, he and the coaches decided a redshirt might be in the his best interest. The decision was difficult for Sabino to cope with. “I would say it was probably one of the hardest years of my life,” Sabino said. “The toughest part was sitting on the sideline on Saturday and not being able to play.” Injuries to OSU’s defense and special teams units almost forced Sabino to give up his redshirt and play, but the team held out, giving him more time to grow. Despite his yearlong hiatus being difficult, Sabino said it helped him develop as a player. “I think I really got a better grasp of the defense as a whole,” he said. “As far as with me redshirting last year, I really think that helped me in that sense.” With another year in the system, Sabino is projected to be a starter at middle linebacker this season, replacing last year’s leading tackler, Brian Rolle, who recorded 76 tackles. Sabino said learning the defensive schemes has helped him progress as a linebacker. “It actually slows the game down for you when you’re out there and not thinking, and you can just react and know what you have,” he said. “It just helps your game and your overall football knowledge.” As a junior, Sabino is expected to take on a leadership role for the Buckeye defense, and junior defensive back Orhian Johnson said he thinks Sabino has blossomed into someone the defense can rely on. “He’s definitely stepped up into that leadership role,” Johnson said. “He’s been showing his dedication a lot, and I just really feel like he’s ready to let it all go and go out and perform.” Junior defensive lineman John Simon said Sabino’s presence on the defense makes the group better. “He’s a physical player and he gets the whole defense riled up,” Simon said. “We love having him out there when he’s making plays for us.” Spring practice has proven Sabino is ready to contribute to the defense, Simon said. “Right now is probably the best I’ve felt,” Sabino said, “and I feel very comfortable out there.” Johnson said he thinks Sabino has always had the talent but that he has become even better this spring. “We saw bright spots for him in his future,” Johnson said, “but he’s definitely stepped up a lot.” Even with the progress he has made in the system and the talent he has, Sabino said there is room to improve. “I’m really just trying to work on my little techniques and really just trying to get better in that sense,” he said. “I’m just focused on every day — I’m trying to get better every day.” With a young defense and the departure of starting linebackers Rolle and Ross Homan, Sabino said he is working to be a force on this year’s version of the Silver Bullets. “I’m just trying to be a playmaker,” he said, “and just help this team win in any way that I can.” read more

Womens basketball Former Duke transfer Sierra Calhoun finding her niche at Ohio

Ohio State redshirt junior guard Sierra Calhoun takes a shot during the Buckeyes’ game against Washington on Nov. 19. Credit: Colin Hass-Hill | Sports EditorMoving from one place to another can be a difficult process. In redshirt junior guard Sierra Calhoun’s case, however, it was not.  When Calhoun decided to transfer from Duke to Ohio State in 2015, she felt she had an idea of what awaited.Having already known some of the players and coaches at Ohio State, it only made the move that much easier. “I really liked the culture at OSU,” Calhoun said. “I knew a couple of players prior to transferring here, so it didn’t take long to gel with them. I also knew a couple of the coaches here prior to my visit. I thought it was a good fit in terms of coaching staff, personnel, atmosphere, stuff like that.”A product of Christ the King High School located in Queens, New York, Calhoun was the top prospect in the state and committed to Duke in 2013. As a freshman, she posted 10.1 points, 3.8 rebounds and 1.4 assists per game. Despite starting the first 13 games for the Blue Devils, Calhoun abruptly left the program midseason, deciding Ohio State would be the best place for her. “It was a lot of things, but it just didn’t work out,” Calhoun said. “It wasn’t a bad transition at all. It was actually pretty easy. The universities are very different. Obviously, coming from a small university to a bigger university is a change. I’m from New York, so moving to a bigger university wasn’t really that hard of a transition.”After sitting out the 2015 season due to transfer rules, the former Blue Devil emerged as one of Ohio State’s best players during her first season in Columbus. She started every contest during the 2016-17 season for Ohio State, averaging 9.5 points per game as the Buckeyes’ resident sharpshooter. Calhoun averaged a team-best 38.6 percent shooting from beyond the arc and made the second-most 3-pointers (68). Watching the previous season unfold beforehand wasn’t easy for Calhoun, but it not only provided invaluable experience, it helped her see the game from a different perspective. “Last year, sitting out a while was hard, but I also got to look at the game from a different perspective,” Calhoun said. “I feel like that helped me last year in terms of looking at things from a different angle and seeing what other people are doing well, so I can help my teammates out more. This year, I definitely have more experience under my belt. We’re gelling more.”The 2017-18 campaign began inconsistently for Calhoun in her second season on the court as a Buckeye. She hit worse than 27 percent of her shots in four of the first five games of the season. But as the season has progressed, so has her shooting stroke. Calhoun has hit 12-of-27 triples in her last four games.Through 10 total games this season, Calhoun is averaging 10.8 points — on 37-of-111 shots from the field for a 33.3 percent field goal percentage — and three rebounds, while shooting 29 percent from 3-point range (18-for-62). At this point in her Buckeye career, Calhoun is more than proving her worth to the 12th-ranked team in college basketball. In a starting lineup featuring seniors at every position except her own, Calhoun has managed to carve out her own niche as a leader, which can only help Ohio State in Calhoun’s eyes. “I definitely want to show that I have more experience,” Calhoun said. “I don’t want to make any sophomore or rookie mistakes. I just want to be a leader out there. We have a lot of leaders on our team. I think it’d be a great to have a lot of coaches on the floor. It’ll help us have a great season.” read more

Supreme Court Upholds Texas 1 Person 1 Vote Standard For Electoral Districts

first_imgListen X To embed this piece of audio in your site, please use this code: 00:00 /02:27 Share The United States Supreme Court on Monday unanimously upheld a Texas law that counts everyone – not just eligible voters – in deciding how to draw electoral districts.Federal law requires states to draw political districts of roughly equal population – according to the principle of “one person, one vote.” Texas drew its latest state senate districting map using the same standard as every other state in the union. The challengers said that approach created districts with vastly different population counts. They argued it discriminates against eligible voters, in violation of the Fourteenth Amendment. The Supreme Court disagreed.Peter Linzer teaches constitutional law at the University of Houston Law Center. He says it would have been easy for the high court to just uphold the lower court ruling in Texas’ favor.“Instead,” Linzer says, “we get a 20-page opinion from Justice [Ruth Bader] Ginsburg, plus concurrences by Justices [Clarence] Thomas and [Samuel] Alito, arguing on the question of, ‘These people who aren’t registered, do they have a right to be thought about by their representatives, be represented by the people who they couldn’t vote for?’ And the opinion strongly says yes.”The ruling is likely to bolster the voting power of Texas’ booming Latino population over sparsely populated rural areas dominated by conservatives.“This is a monumental case for Latinos in this state and for all Texans,” says State Senator Sylvia Garcia, who represents Senate District 6, covering Houston and Harris County. “The Supreme Court is sending a very strong signal that everybody deserves representation in Congress and in all levels of government.”But the high court’s ruling did not preclude states from changing their laws to redefine “one person, one vote” as being limited to eligible voters. The Project on Fair Representation is a conservative advocacy group that helped bring the suit against Texas. Edward Blum is the group’s director.“As the nation approaches another round of redistricting in 2020, our group, and I believe other groups, will encourage jurisdictions throughout the country to use some metric of citizen population, not total population,” Blum says.Texas Attorney General Ken Paxton’s office issued a statement saying only that his office was pleased with the decision and “committed to defending the Constitution.”The Rulinglast_img read more

No effect of the strike will be there from Wednesday. On Tuesday Mitra said: “No strike of Ola and Uber will be tolerated. More than three quarters of digital video viewers

first_imgMore than three quarters of digital video viewers globally will use their mobile phones to watch digitally streamed content in 2018, according to eMarketer. The research firm said that 1.87 billion people – almost a quarter of the world’s population – will watch video over a mobile phone this year, almost double 2014’s figure. This is tipped to rise to 2.33 billion people in 2021.According to the report, some 78.4% of digital video viewers will to use their mobile to watch streamed or downloaded video at least once a month this year – rising to 80.5% in 2019, 82.1% in 2020 and 83.4% in 2021.eMarketer also said that this year 1.58 billion people will watch video on YouTube at least once per month, a 9.2% year-on-year increase. Some 66.4% of viewers worldwide are expected to watch YouTube this year.“Video’s proliferation on social networks and the growth of over-the-top streaming platforms are major drivers of digital video viewing worldwide,” said Oscar Orozco, senior forecasting analyst at eMarketer.“However, an understated driver of video viewing is the use of chat apps. We forecast that close to 55% of internet users will be active on chat apps by the end of 2018. Watching and sharing digital videos is a major feature on chat apps like Facebook Messenger, WhatsApp and WeChat, and for many internet users, it’s their first experience with digital video. We expect this will continue to be a significant driver of mobile video consumption.”last_img read more

Vivendi has secured a partial recognition by Media

first_imgVivendi has secured a partial recognition by Mediaset of its claim to the right to participate in majority voting as a shareholder, subject to a legal ruling to come. However the Italian broadcaster has rejected its attempt to call a new extraordinary shareholders’ meeting to cancel a resolution approved in April giving long-term shareholders double voting rights.Mediaset’s board accepted in part Vivendi’s request to have the 9.6% stake in holds in its own right registered, subject to a court ruling in Vivendi’s favour. The French media giant filed court paper earlier this month demanding to be registered in the sharholders list as the legitimate owner of these shares, something Mediaset had contested, arguing that Vivendi obtained its shares illicitly.Mediaset rejected another request from Vivendi to call an EGM to overturn the April resolution in favour of long-term shareholders, something that enabled the Berlusconi family’s holding vehicle Fininvest to firm up its control of the company.Vivendi also wants to be able to exercise certain rights related to the 19.9% of Mediaset held by Simon Fiducaria, the outfit in which it placed all shares above a 10% threshold to meet the requirements of Italy’s TUSMAR rule, which holds that companies may not simultaneously hold large stakes in telecommunications and media companies.Mediaset had long maintained that Vivendi acquired its shareholding in the company ilegitimately. The Italian outfit has made the case that the French media group sought to manipulate Mediaset’s share price by deliberately agreeing to and then subsequently sabotaging a deal signed in 2016 that would have seen it take over Mediaset’s pay TV arm and acquire a minority stake in Mediaset itself.Vivendi’s moves to assert its rights comes ahead of a crucial shareholder meeting in September where Mediaset and its main shareholder, the Berlusconi family’s Fininvest investment vehicle, will attempt to push through a plan to create a new holding company, MediaForEurope, in the Netherlands that will be parent to both Mediaset Italy and Mediaset España.Vivendi is strongly critical of this plan, arguing that the price offered to shareholders that wish to exercise their withdrawal rights is too low and contrary to the interest of minority shareholders.last_img read more
